Since the enactment of Bill 63 amending the Mining Act, the Wasamac Task Force has officially become a monitoring committee. This is a new regulatory requirement for mining concession holders. The committee’s composition remains unchanged, as the Task Force was originally established on the model of monitoring committees.

The mandate of the Wasamac Mining Project Monitoring Committee is to establish a forum for dialogue and information sharing between Agnico Eagle, local residents, and the community. The committee’s work aims to document concerns, impacts, and anticipated outcomes of the project, formulate recommendations, and identify the conditions for its acceptability. The creation of this discussion forum, facilitated by a third party, aims to ensure the equitable participation of a wide range of perspectives and encourages all stakeholders to contribute to finding collaborative solutions.

This mandate was approved at the committee’s first meeting (then known as the Task Force) on April 28, 2021. To support and strengthen the committee’s role, operating bylaws were discussed and adopted by the members at that same meeting. They were updated five years later to establish the Monitoring Committee.

The discussions will provide an opportunity to update the information available on the project, contribute to the development of the environmental impact study, and deliberate on topics selected by the members.

Guided by the values of trust, respect, equality, and responsibility, these exchanges aim to foster mutual understanding of the project, document concerns, and identify impacts, mitigation measures, and potential benefits as the project progresses.

    Over the past five years, the Task Force has made a significant contribution to the development of the Wasamac mining project, notably through constructive discussions regarding the project’s design, community relations, and environmental and social issues, as well as through the implementation of community-based initiatives, including the redevelopment of Lac-Hélène Park.

    The 2025 annual report is also an opportunity to warmly thank all members for their ongoing commitment, openness, and adaptability, particularly in a context marked by significant changes, including the change in project promoter and the evolution of the regulatory framework. Their contribution has been essential to maintaining a transparent and constructive dialogue between the project and the community. In accordance with the new requirements set forth in the Mining Act, the Task Force evolved into a Monitoring Committee in 2025. Collaboration and community engagement remain at the heart of the process, to ensure the continuity of dialogue and the monitoring of commitments.

    This Glossary was created at the request of the Task Force. It provides definitions for technical or mining-specific terms to facilitate understanding of the various documents presented to the communities.

    Core inventory: Building used by geologists to describe, sample and store drill core.
    Claim : Mining rights under which the holder has the exclusive right to explore for and exploit any mineral substance in a given area.
    Line cutting : A grid of narrow lines about one meter long, cut with a machete or chainsaw to allow geophysical equipment to move through wooded areas, or rows of stakes in open ground, in preparation for exploration work.
    Soil stripping : Exposing rock with a mechanical shovel, then cleaning it with water, to better see and understand the geology and structure of the rock.
    Basic exploration : Walking, taking soil or rock samples.
    Advanced exploration : Activities that may include drilling and excavating surface trenches, sampling or constructing mine shafts, adits and drifts for underground exploration to determine the size, grade and physical and/or metallurgical characteristics of the mineral deposit.
    Drilling : Action or process of making a circular hole with a bit or drill to prospect, explore or evaluate.
    Surface geophysics : Use of man-portable geophysical instruments equipped with a transmitter and receiver that circulate a current to measure the physical characteristics of the rock to help identify drilling targets.
    Groove : A small line in the rock, usually cut with a diamond saw after stripping, to collect samples.
    Mineral reserve : Mineral reserves refer to the economically mineable portion of measured or indicated mineral resources, demonstrated by at least one preliminary feasibility study.
    Mineral resource : A natural concentration of diamonds, a natural solid inorganic substance including base metals and precious metals in quantity or quality high enough to present reasonable prospects for profitable extraction.
